The Catholic notion of the state, the republic, had already been under full-scale attack for more than a century when Leo XIII wielded his pen to educate the world. The rights of the Church needed to be vindicated; the rights of the state needed to be explained. This great pope did both.

The Church and the state are not and should not be separate; they should work together for the good of the people. The Church is a perfect society, independent from and superior to the state. Any particular form of government is morally acceptable, as long as the rights of the true religion are respected. All these propositions meet a vigorous defense in these pages.

This original translation, with the authentic Latin text, is offered to the world in the hopes of further spreading this great message of Leo XIII.
